Withdrawn / Biden on the “War on Terror” & Iraq
Words: Biden believes we should begin a slow withdrawal of troops from Iraq but warns that abandoning the current government will lead to chaos. He also feels that the partition of Iraq is inevitable. He advocates replacing the preemption doctrine with a prevention policy. He argues that we should focus on al-Qaeda and that it is already US policy to pursue them in Pakistan. He regrets his decision to support the use of force against Iraq as he believes that President Bush misused the authority.
Actions: Biden introduced legislature barring US military bases in Iraq. He also proposed separating the rival factions and decentralizing the government in Iraq, receiving 74 votes. He voted FOR authorizing air strikes in Kosovo (1999) but AGAINST using all necessary force (1999), FOR authorizing the use of force against Iraq (2002), FOR funding military operations in Afghanistan and Iraq (2003), AGAINST redeploying troops out of Iraq by July 2007 (2006), and FOR redeploying troops out of Iraq by March 2008 (2007).
